Ugandan President Yoweri Museveni said Sunday that U.S. military "personnel" being sent to Uganda to help fight the rebel group the Lord's Resistance Army will not participate in actual fighting.

Museveni told a news conference it was wrong to say that the U.S. was sending troops to fight the LRA and its brutal leader Joseph Kony.

"Better to call them U.S. personnel, not troops," Museveni said.

The Americans will help gather intelligence, he said.

"When you call them troops you are saying that they are coming to fight on our behalf," Museveni said. "We shall never have troops coming to fight for us. I cannot accept foreign troops to come and fight for me. We have the capacity to fight our wars."

President Barack Obama announced Friday he is dispatching about 100 U.S. troops ? mostly special operations forces ? to central Africa to advise in the fight against the LRA, a guerrilla group accused of widespread atrocities across several countries. Some experts suggest that the U.S. move is to reward Uganda for its contributions to the African Union force in Somalia that fights the al-Qaida-linked al-Shabab militia.

Museveni said Sunday that the U.S. has been supporting its fight against Kony already, including sharing satellite intelligence and assisting with helicopters.

The LRA once fought Ugandan troops in the country's north, but have been flushed out of the country. The LRA now operates in South Sudan, Congo and the Central African Republic.

The LRA poses no known security threat to the United States, and a report from the anti-genocide group the Enough Project last year said that Kony no longer has complete and direct command and control over each LRA unit. The LRA is estimated to have between 200 and 400 fighters but still carries out deadly attacks on isolated villages.

The group's tactics have been widely condemned as vicious. The U.S. troops will be helping to fight a group that has slaughtered thousands of civilians and routinely kidnaps children to be child soldiers and sex slaves.

Kony is wanted by the International Criminal Court for his group's attacks.

Researchers invent tiny artificial muscles with the strength, flexibility of elephant trunk

ScienceDaily (Oct. 13, 2011) ? An international team of researchers has invented new artificial muscles strong enough to rotate objects a thousand times their own weight, but with the same flexibility of an elephant's trunk or octopus limbs.

In a paper published online in Science Express, the scientists and engineers from the University of British Columbia, the University of Wollongong in Australia, the University of Texas at Dallas and Hanyang University in Korea detail their innovation. The study elaborates on a discovery made by research fellow Javad Foroughi at the University of Wollongong.

Using yarns of carbon nanotubes that are enormously strong, tough and highly flexible, the researchers developed artificial muscles that can rotate 250 degrees per millimetre of muscle length. This is more than a thousand times that of available artificial muscles composed of shape memory alloys, conducting organic polymers or ferroelectrics, a class of materials that can hold both positive and negative electric charges, even in the absence of voltage.

"What's amazing is that these barely visible yarns composed of fibres 10,000 times thinner than a human hair can move and rapidly rotate objects two thousand times their own weight," says UBC Assoc. Prof. John Madden, Dept. of Electrical and Computer Engineering.

Madden says, "While not large enough to drive an arm or power a car, this new generation of artificial muscles -- which are simple and inexpensive to make -- could be used to make tiny valves, positioners, pumps, stirrers and flagella for use in drug discovery, precision assembly and perhaps even to propel tiny objects inside the bloodstream."

Central to the team's success are nanotubes that are spun into helical yarns, which means that they have left and right handed versions, which allows the yearn to be controlled by applying an electrochemical charge, and to twist and untwist.

The new material was devised at the University of Texas at Dallas and then tested as an artificial muscle in Madden's lab at UBC. A chance discovery by collaborators from Wollongong showed the enormous twist developed by the device. Guided by theory at UBC and further experiments in Wollongong and Texas, the team was able to extract considerable torsion and power from the yarns.

The torsional rotation of helically wound muscles, such as those in the flagella of bacteria, has existed in nature for hundreds of millions of years. Many other natural appendages -- from the trunk of an elephant to octopus's powerful and limber tentacles -- also show how helically wound muscle fibers cause rotation by contracting against a boneless core.

The nanotube yarns are activated by charging them in a salt solution, much as a battery is charged. A breakthrough discovery came from former UBC PhD student Tissaphern Mirfakhrai -- now at Stanford -- who found that the deformation of the yarns is proportional to the size and number of ions inserted. A similar effect is seen in lithium ion battery electrodes used in portable electronic devices, but in yarns it is put to good use. The helical structure of the yarns makes them unwind as they accept charge and swell. They twist back up again when discharged.

"The discovery, characterization, and understanding of these high performance torsional motors show the power of international collaborations," says corresponding author Ray Baughman, Robert A. Welch Professor of Chemistry and director of the University of Texas at Dallas Alan G. MacDiarmid NanoTech Institute.

Well, Macintosh's "What You See Is What You Get" interface helped, as did the LaserWriter printer, email attachments (part of NeXT), Adobe InDesign and Adobe InCopy, and plenty of other Apple-related products, Scott P. Richert writes on The Chronicles blog (with a huge h/t to John Carney who pointed this out on his Tumblr).

It's pretty cool when you think about it all.

Here's the whole story if you're interested in more:

Before Steve Jobs introduced the Macintosh on January 24, 1984, Chronicles was put together the way most magazines were.? Authors sent their typewritten manuscripts (with corrections often handwritten in pencil or ink) by mail to our editorial office.? The manuscripts had to be retyped (incorporating the authors? corrections) before they were edited, and after every round of editing.? To lay out the magazine, the text had to be typeset into galley form, and then cut and pasted (with scissors and glue) onto the page, and waxed to hold everything in place (and hide the cut edges).? The pages were sent to a prepress house, which tidied them up, inserted images and ads, and took pictures of the composed page (one piece of film for each color on the page).? ?Bluelines? (essentially mimeographed proofs) were created from those negatives and returned to our offices.? Any necessary corrections to the bluelines entailed recomposing the entire page, shooting new film, and running new bluelines.? When the bluelines were finally approved, the negatives were shipped to our printer, where they were transferred to printing plates.? Any problems discovered by the printer on any of the plates required returning to square one on that plate.? (And each plate contained either four or eight pages of the magazine, so a problem on one page affected several others as well.)? The printer would provide the first hard copies in about ten business days after delivery of the final, problem-free negatives.

All of that began to change in 1984.? The Macintosh?s graphical user interface allowed programmers to create a ?WYSIWYG? environment??What You See Is What You Get.?? That, along with Apple?s LaserWriter printer (which accurately reproduced what you saw on screen), set the stage in 1985 for desktop publishing.

Today, authors send us their text as e-mail attachments (an innovative feature of Jobs? NeXTSTEP operating system), mostly written in Microsoft Word (which made its first appearance as a WYSIWYG word processor when it was ported to the Macintosh in 1985).? Many of our writers now own a Mac, but some still use a PC running Windows, which got its start as an imitation of the Macintosh operating system, bolted on top of MS-DOS.

Aaron Wolf imports the text directly into Adobe InDesign and exports it for editing onscreen in Adobe InCopy.? Adobe?s first big break came in 1985, when Apple licensed Adobe?s PostScript language for use in the LaserWriter.? Aaron and I edit each article twice onscreen (30-inch Apple Cinema Displays connected to Mac Pros), before Aaron sends the galleys (as PDFs, via e-mail) to each author.? Aaron enters any corrections received from the author, Dr. Fleming, and proofreaders? into InDesign.? Along the way, he inserts images and ads directly into the layout.? George McCartney, Jr., who provides many of our covers, creates them on a Mac and sends them through e-mail and the web.

After a final reading of page proofs and the entering of any last-minute corrections, we export each page as a separate PDF (perhaps ten minutes? work total, the time it took to wax a couple of pages) and upload them through the internet to our printer in Michigan.? The printer immediately provides a digital proof of the entire issue, and we approve it onscreen.? It goes into production the very next morning, and the printer provides hard copies after four business days.? The production process for a single issue has gone from almost three months to less than a month.? And a reader near the top of the mailstream can now read words written as late as one week before the issue arrived at his house, compared with six weeks or more in 1984.

Whoever orders books on the Internet, withdraws money from a cash machine or uses a navigation system to arrive at a destination is (usually without realizing it) using companies' very large databases. These are accessed and managed by computer programs which -- depending on the type of application or search request -- work quite differently. Saarbrucken computer scientists have recently developed a concept for a database system that automatically adapts to different requirements and thus combines features of previously different systems.

In order to implement this idea in future industrial practice, the Saarbrucken scientists are being sponsored by the 'Bundesministerium f?r Bildung und Forschung, BMBF' (Federal Ministry of Education and Science) with 1.1 million Euros.

Jens Dittrich, professor for information systems at Saarland University, describes the current situation: "Large enterprises spend a lot of money on database systems, since these are the backbone of nearly every company's applications. Often, many different systems have to be acquired at the same time, due to their different areas of application." If an enterprise manages only customer data or a depository, it frequently draws on a line-oriented database system, a so-called 'row store'. For instance, product sales or employee payrolls are registered and managed by this system. "But, if the CEO wants to see the development of an increase in turnover during the last quarter, or his employees' age distribution, a line-oriented system often is not sufficient. More complex requests require a column-based system, so-called 'column stores'," Jens Dittrich explains. Even more challenging demands are imposed on database systems which, for example, control airports or rail traffic. Those systems have to synchronize data permanently and react within milliseconds, in order to prevent crashes. These are the situations in which data stream systems are used.

"Our vision is to develop a database system that combines all different systems used simultaneously on today's market," as professor Dittrich characterizes the challenge. His project has attracted broad interest at the Federal Ministry of Education and Science. Within the scope of the 'VIP-Programm -- Validierung des Innovationspotenzials wissenschaftlicher Forschung' (Validation of the Innovative Potential in Scientific Research), scientists receive support for in-depth use of scientific results, as well as their economic utilization. With the 1.1 million Euros in funding, Saarbrucken scientists are now able to build a prototype of the new database system. To represent the 'Octopus' research project, Jens Dittrich chose an extremely versatile animal that adapts its appearance to match its environment. "Like the octopus, our software should find out independently what kind of requirements the environment demands and what adjustments are necessary in return. In the future, we want to offer everything that you now diligently store in different databases, in only one database system." For companies, this would offer the advantage that the data within the systems wouldn't have to be painstakingly synchronized. Furthermore, corner cases that, so far, haven't fit in one of the existing systems could be treated more efficiently. "However, some research remains to be done in order to make this system work in practice," the Saarbrucken computer scientist says.

At the beginning of this year, the scientists won the first prize for their visionary database concept in one of the top worldwide database conferences, the Conference on Innovative Data Systems Research (CIDR) in California. The category 'Outrageous Ideas' recognizes exceptional ideas that normally wouldn't receive much attention at regular conferences, either because of their visionary character or due to the fact, that they present not yet completed solutions. The prize is intended to promote groundbreaking ideas in database research.

Hi all! I have safely arrived and have worked almost two weeks now on the cruise ship. Things are going well. I haven't had the opportunity to ask them the questions I'd like to - I especially wonder if the girl has yet to visit India or meet his family, and what changes she foresees in her future if any. From what I've been told, the engagement came after only three months of dating, which I find interesting...but I will have to confirm this.

This isn't such a rare thing on cruise ships since Indians make up much of the staff and crew and we all live in such close quarters. On my last ship there were multiple Indian/"Westerner" relationships as well. Not me though, as much as I enjoy impressing them with my impeccable Hindi, -not! - although, the other day when I asked a guy from Delhi "App ka naam kya hai?" he smiled from ear to ear and I think even blushed before telling me "you did that so well!" But as I was saying, although there are multiple opportunities on ships, I still am in no mood to begin another intercultural relationship.

Celebrities slammed for attending Chechen concert (AP)

MOSCOW ? An international human rights watchdog lambasted an Oscar-winning actress and other Western celebrities on Wednesday for attending a concert held on the birthday of Chechnya's Kremlin-backed leader, who has been accused of grave rights abuses and spending taxpayers' money on his eccentric hobbies.

The New York-based Human Rights Watch said that American actress Hilary Swank, Belgian actor Jean Claude Van Damme and British violinist Vanessa Mae attended the concert in the Chechen capital, Grozny. The Oct. 5 show was held at a police-cordoned stage on Chechen leader Ramzan Kadyrov's 35th birthday.

Human Rights Watch urged the artists to "avoid legitimizing people like" Kadyrov, who has been accused by rights groups of having orchestrated abductions, extrajudicial killings and the enforcement of sharia law in Chechnya, a Russian republic.

"Ramzan Kadyrov is linked to a grim record of abuse," the group's Europe and Central Asia director Huge Williamson said in a statement. "When stars get paid to turn up to party with (Kadyrov), it trivializes the suffering of countless victims of human rights abuses.

The artists' representatives were not immediately available for comment.

Kadyrov is a former separatist rebel who has boasted of killing his first Russian soldier at age 15. He changed sides before the second Chechen war started in 1999.

Respected human rights groups have documented disappearances, house torchings and extra-judicial killings, and say they have evidence of Kadyrov's direct participation in torturing crime suspects. A string of Kadyrov's critics and political rivals have also been brutally murdered in recent years in Russia, Austria and Dubai.

Kadyrov has consistently denied involvement in any of the killings, saying the accusations are fabricated to blacken his name.

Dozens of Russian politicians, film and sports stars also attended the concert and praised Kadyrov from a stage arranged between a gigantic mosque and a newly built business center.

During the birthday show, Swank said that she has been taken by the Chechen government's "passion to make peace and to make something beautiful."

"I hope to have a film premiere here," the two-time Oscar winner clad in a streaming evening dress said in remarks televised on Chechen state television. "Happy birthday, Mr. President."

Swank appeared to be one of the few women to wear no headscarf.

Kadyrov has imposed an Islamic dress code on women, and his feared security forces have used paintball guns, threats and insults against those refusing to obey. He also publicly approved honor killings of women by their relatives.

Action star Van Damme said he "spoke from his heart," but mispronounced Kadyrov's name and called Chechnya a "nation."

The audience gave Kadyrov a standing ovation when the bullnecked and burly man performed a traditional Chechen dance during a song that praised his rule and called Chechnya "the center of the universe."

The show was the latest in a series of expensive and extravagant events sponsored by Kadyrov's government amid dire poverty and unemployment in Chechnya.

He has spent millions of dollars to acquire well-bred horses that have competed in some of the world's richest races and to renovate a soccer stadium in Grozny. Famous soccer players have been hired for the club Kadyrov heads.

Under Kadyrov's leadership and backed by huge tranches of money from the federal budget, Chechnya has become relatively quiet. Grozny, left mostly in ruins by two wars, has risen from the rubble, and the insurgent violence that once gripped Chechnya has largely migrated to neighboring republics of the volatile Caucasus region.

As floats, fire engines, football players, and other fired up Indians fans line Oak Street on Friday for the 2011 Homecoming Parade, the man people will see first will be one who has initiated many firsts in Dodge County and for whom the honor of Grand Marshal is well deserved.

Trifonio Infante (T.I.) Papel, the Grand Marshal of the 2011 Dodge County Homecoming Parade, was born in Palapa, Northern Samar in the Philippines in 1942, but for years he has called Dodge County home and has served it as such.

A graduate of and teacher for the University of Eastern Philippines, Papel left the Philippines in 1968 for the ?promises of a new land and opportunities.? He completed his master?s degree in 1975 at Georgia Southwestern College, and in 1970 began his career at Dodge County High School. While working as an agricultural teacher and advisor for the Future Farmers of America (FFA), Papel continued his own formal education in agriculture through the University of Georgia.

Papel?s long history of commitment to educational leadership includes service to the Dodge Elementary PTO, the DCHS Faculty Advisory Committee, the Dodge County Association of Education, Georgia Association of Education legislative committee, the Young Farmer Program, and the Adult Education Committee for Heart of Georgia Technical College. Even after his retirement from DCHS, Papel taught agriscience at Dodge County Middle School. It was during this period that he obtained a charter for the middle school FFA chapter.
