San Marino considers rule to allow residents to keep chickens

Pam King's San Marino home has solar panels, a drought-resistant yard and an urban farm. Now she'd like some chickens to go with it.

The city known as the wealthiest, quietest suburban enclave in the San Gabriel Valley doesn't allow residents to keep farm animals, but that may soon change. This month King asked the San Marino City Council to allow chickens on residential properties, and council members ordered a staff report.

If San Marino goes to the birds, it would join Pasadena, South Pasadena and La Ca?ada Flintridge, which allow residents to keep fowl under strict guidelines.

In Pasadena the maximum number of chickens on a property is 10, and they cannot be kept within 50 feet of a property line. The city doesn't allow roosters more than four months old.

South Pasadena residents have higher chicken limits, but if they have more than a dozen, the chickens must be kept at least 200 feet from the neighbors. Residents with fewer than a dozen chickens need only keep them 15 feet or more from the property line and 50 feet or more from a dwelling other than the resident's home.

In La Ca?ada most residences are limited to three chickens, though people with larger lots can have more if they house the fowl appropriately. Roosters more than two months old are prohibited.

At the San Marino City Council's direction, staffers looking into a law will pay particular attention to coop size and location, the number of chickens to allow, discouraging commercial gain and possibly requiring a permit.

King said she buys a lot of organic chicken manure for her garden and hopes to host up to six chickens in order to get a dozen eggs a week.

"I think it's a positive step to grow my own food, not rely on trucks and shipping from all over the world and make sure the stuff we're eating at this house is pretty organic," she said.

King is among a growing number of city people who want a slice of farm life in their backyards. Websites including urbanchickens.org, thecitychicken.com and madcitychickens.com have sprung up to offer newbies advice on how to keep their fowl.

Lora Hall founded Los Angeles Urban Chicken Enthusiasts in August 2009 after she began keeping chickens at her Silver Lake home.

The group now touts 800 members who give each other advice online and meet to discuss urban farming.

Hall said there is spreading interest in creating legislation to allow urbanites to keep hens and roosters and to update old laws from the 1940s and '50s.

"They're small flocks," she said. "People aren't looking for a commercial egg-laying operation. A lot of cities realize this and are making accommodations."

Hall said a common mistake among chicken owners is failure to predator-proof their coops.

"Here in the city, we have a lot more wildlife than we see during the day," she warned.

Ron Kean, a poultry advisor for madcitychickens.com in Madison, Wis., said members of the group considered themselves the chicken underground until pushing the city to legalize urban chicken ownership in 2005.

Kean said those who think they will be able to reduce their grocery budget are in for a surprise.

"I have not talked to anybody who did this who said it saved them money," Kean said. Still, he added, "I would encourage it."

Hall noted that a common question is what to do with a chicken too old to produce eggs.

"Do you keep it as a pet? Do you run a chicken retirement home?" Hall, who has six chickens, asked. "It's important not to jump into it too fast."

NATO signs landmark deal to end Afghan War for the West

CHICAGO (Reuters) - NATO leaders sealed a landmark agreement on Monday to hand control of Afghanistan over to its own security forces by the middle of next year, putting the Western alliance on an "irreversible" path out of an unpopular, decade-long war.

A NATO summit in Chicago formally committed to a U.S.-backed strategy that calls for a gradual exit of foreign combat troops by the end of 2014 but left major questions unanswered about how to prevent a slide into chaos and a Taliban resurgence after the allies are gone.

The two-day meeting of the 28-nation alliance marked a milestone in a war sparked by the September 11 attacks that has spanned three U.S. presidential terms and even outlasted al Qaeda leader Osama bin Laden.

President Barack Obama and NATO partners sought to show their war-weary voters the end is in sight in Afghanistan - a conflict that has strained Western budgets as well as patience - while at the same time trying to reassure Afghans that they will not be abandoned.

Alliance leaders acquiesced to new French President Francois Hollande's insistence on sticking to his campaign pledge to withdraw French troops by December 31, two years ahead of NATO's timetable. While there was no sign this would send other allies rushing for the exits, leaders could face pressures at home.

"Our nations and the world have a vital interest in the success of this mission," Obama told a summit session on Afghanistan. "I am confident ... that we can advance that goal today and responsibly bring this war to an end."

The summit's final communiqu? ratified plans for the NATO-led army to hand over command of all combat missions to Afghan forces by the middle of 2013 and for the withdrawal of most of the 130,000 foreign troops by the end of 2014.

The statement deemed it an "irreversible" transition to full security responsibility for fledgling Afghan troops, and said NATO's mission in 2014 would shift to a training and advisory role. "This will not be a combat mission," it said.

Doubts remain, however, whether Afghan forces will have the capability to stand up against a still-potent Taliban insurgency that Western forces have failed to defeat in nearly 11 years of fighting.

While Obama insisted Afghanistan should never again be used to plot attacks on other nations, a senior British official said: "It is unrealistic to assume that Afghanistan is going to be completely secure and there is no possibility of a terrorist threat re-emerging."

GETTING HOME SAFELY

With Europe's debt crisis hanging over the summit and many member-governments limited by austerity budgets, Obama was struggling to squeeze out commitments for what had yet to be covered of the $4.1 billion a year needed to fund Afghan security forces.

The funding, which will undergird Afghan's capacity to fight the Taliban, is considered vital to an orderly NATO departure.

NATO diplomats said thinking had moved to the logistical challenge of getting a multinational army that size out of the Afghan mountains and deserts and back home - safely and with their equipment.

"Countries in the region should also help our efforts for taking people back, together with the materials and other equipment," he told Reuters. "It's a big challenge ... and this is a new dimension people are focusing on now - how to take them safe and secure back home."

Pakistani President Asif Ali Zardari, who was a last-minute addition to the list of leaders at the summit in Obama's home town, showed no signs of budging on the supply routes.

The U.S. commander in Afghanistan, General John Allen, told Reuters he was confident a deal would eventually be struck, but "whether it's in days or weeks, I don't know."

Friction remains between NATO and Pakistan over Taliban guerrillas who are still finding sanctuary in Pakistan, in spite of Islamabad's professed support for the alliance's mission.

Long-term funding for the Afghan police and army, which has steadily improved its performance but is still fraught with problems, was also a focus of the summit.

The United States is unwilling to foot the entire annual bill to maintain the forces after 2014, which is estimated at $4.1 billion, and has been seeking pledges from allies of $1.3 billion, despite austerity measures brought on by Europe's financial crisis.

Many of the leaders in Chicago came directly from a summit of the Group of Eight wealthy nations that vowed to take all necessary measures to contain the euro-zone contagion.

Afghan funding commitments so far include $100 million annually from Britain, $120 million from Italy, $100 million from Australia and $20 million from Turkey. Zardari told a NATO partners meeting Pakistan would also contribute $20 million.

Seeking re-election in November, Obama has sought to dispel Americans' concerns that shaky allies will leave U.S. troops to fight alone.

Despite pressure from some NATO members to reconsider, Holland vowed to hold to his election pledge to withdraw French troops by the year's end, which helped the Socialist leader win the presidency this month.

Perhaps in return, the Americans are asking for around 200 million euros ($256 million) a year from France for the Afghan armed forces, a French diplomatic source said.

Canada's Globe and Mail said Canada would announce financial assistance for Afghan forces on Monday, but would resist pressure to extend a military training mission. The newspaper said the United States had been pressing Canada to commit $125 million a year for three years after 2014.

Dacons-Brock, a splendid seven-woman ensemble really sunk their teeth into their juicy roles and their characters? life-poems and ? aided and abetted by the kinetic choreography of Cynthia Penn and the invigorating original music and piano accompaniment of Charles ?Chuckey? Robinson ? She-Cow producers Emelia ?Me-Me? Cowans as Lady in Red and Sherida McMullan as Lady in Blue make indelible impressions. So do LaKeisha Coffey as Lady in Orange, Carly P. Jones as Lady in Green, Kyma Lassiter as Lady in Brown, Aurelia Belfield as Lady in Yellow, and Tara Whitney Rison as Lady in Purple. These very fine young actresses fearlessly plunge into the ocean of heartache that comprises Ntozake Shange?s script and emerge sadder but a great deal wiser. They may start out as victims, but they end up as survivors ? of poverty, drugs, alcohol, faithless and abusive men, unwanted pregnancies, abortion, and even ? in one chilling episode ? infanticide as a baby daddy?s ultimate act of revenge on his rebellious baby mama.

To describe the characters in more detail would rob potential audiences of certain surprises and shocks that give For Colored Girls ? its kick. Producers Me-Me Cowans and Sherida McMullan, director Karen Dacons-Brock, choreographer Cynthia Penn, composer and accompanist of Chuckey Robinson, and the cast deserve highest kudos for reviving and reinvigorating For Colored Girls ?.

California chefs in a stew over foie gras ban

A simmering row between animal rights campaigners and a handful of California's top chefs is coming to the boil, ahead of a looming ban on foie gras in the western US state.

Protestors took their message to the streets this week as a series of high-end restaurants staged events -- with menus including foie gras ice cream -- to celebrate the gastronomic delicacy, made from force-fed ducks.

"Helpless ducks are force fed, eat somewhere else instead," chanted some 30 protestors outside the Michelin two-starred "Melisse" eatery in Santa Monica.

"We were out there being the voice for the ducks, who obviously don't have a voice," Amber Coon of the Animal Protection and Rescue League told AFP, saying famously liberal California is leading the way for other states.

California's foie gras ban comes into force July 1, and a group of chefs have formed the Coalition for Human and Ethical Farming Standards (CHEFS) to combat the perception they don't care how animals are treated.

Inside the "Melisse," owner and chef Josiah Citrin offered guests at the ticket-only event a mouth-watering six-course menu including foie gras -- French for fatty liver -- in every dish, from entrees to desserts.

Prepared by a team of eight top chefs, the $200-dollar-a-head meal included Pressed Foie Gras Terrine, Duck and Foie Gras Parfait, Foie Gras Tortelloni, and Pistachio Crusted Foie Gras.

There was also Maine Lobster with Foie Gras and Salsify, and Wild King Salmon prepared with Foie Gras, Bloomsdale Spinach, French Radish and Jus au Vin Rouge, while the Roasted Liberty Farms Duck came with Artisan Foie Gras.

For dessert there was Foie Gras Butter Kuchen with Local Cherries and Foie Gras Ice Cream.

Citrin is even selling T-shirts emblazoned with "Touche Pas a Mon Foie Gras" ("Keep Your Hands Off my Foie Gras"), with a picture of a duck in a little white chef's hat.

The event aimed to "raise money and awareness about this legislation, which single-handedly attacks foie gras but fails to address the lack of humane or ethical standards and treatment for other items in our food chain," he said.

"Our guests have been extremely supportive of our restaurant," he told AFP.

"All the ingredients that I try to use, that I use in my restaurant, I really work hard to find humanely-raised animals by farmers who really care about it," Citrin added.

The CHEFS lobby group presented a petition to lawmakers in Sacramento a few weeks ago, and at least four LA-area restaurants held events on Monday to highlight the cause.

But even more directly in the firing line is California's only farm producing the delicacy, the target of animal rights protests in various countries in recent years.

Artisan Sonoma Foie Gras Farm was founded more than 20 years ago by Guillermo and Junny Gonzalez from El Salvador who studied in France's Perigord region before establishing themselves in Sonoma, north of San Francisco.

They insist their production methods adhere to the highest standards, and are not cruel -- and that their family business was closing down as a result, with the loss of jobs and tax revenues for California.

"Our farm is being forced to shut down at the end of June, and the most unfortunate fact is that science has not been given a chance to play a role in this debate," Guillermo Gonzalez told AFP.

"The larger impact however, is that a powerful special interest group with an anti-meat agenda was able to impose its morals on us all," he added.

He cited a study published in the World's Poultry Science Journal in 2004, which he said concluded that "based on the extra physiological use of a natural fattening phenomenon, foie gras has been recognized as a non-pathological and non-harmful product."

"We do not believe that foie gras farming, when done correctly, is harmful or hurtful to a duck," he added.

The anti-foie gras protestors are not convinced, and showed photos and an iPad video to passers-by and diners arriving at the Santa Monica eatery, a few blocks back from the Pacific ocean.

"We were just letting them know that they can't get away with (presenting) foie gras in a humane sustainable farming practice," said Coon.

"Most of them tried to ignore us... they obviously knew that they were going to a fundraiser by a lobbyist to repeal an animal welfare law, so that's the type of crowd you're going to get anyway," she added.

She noted that the ban was agreed eight years ago, but enforcement was put off to allow the Sonoma farm and restaurateurs to prepare. Over 100 restaurants have removed foie gras from their menus, before the upcoming deadline.

"Obviously this is not a surprise to all these chefs who are suddenly whining about it... they're all of a sudden upset about it. But this has been in the works for years," she said.

"There's really just a few, very well connected wealthy hold-outs such as 'Melisse' who are making a big fuss about this," she said.
