Romney taps Portman to play Obama for debate prep

(AP) ? Republican presidential candidate Mitt Romney is tapping Ohio Sen. Rob Portman to play the role of President Barack Obama during his debate preparation sessions this fall.

Republican officials said Monday that Portman, who listened to audio versions of Obama's books to prepare for taking the same role opposite 2008 GOP nominee John McCain, will reprise the role for Romney this year. He's already preparing with additional briefing materials from Romney's campaign.

Portman has been impersonating Democrats in debate preparation sessions for more than a decade. When George W. Bush ran for president, Portman played former Vice President Al Gore in 2000 and Massachusetts Sen. John Kerry in 2004. CNN first reported Portman's role this year.

Kerry will play Romney during Obama's debate preparation.

FCC wants to impose tax on Internet access

The FCC is mulling a plan to add a mandatory fee to Internet service as a way to fund broadband expansion in the U.S. But is lack of access really the problem?

Your monthly Internet bill may soon get a bit more expensive thanks to a proposal by the Federal Communications Commission to impose a government fee on broadband Internet service. The money collected through the tax would be used to help connect the 19 million Americans currently without high-speed access to the modern Web.

The Internet service tax, first proposed by the FCC this spring, would route money to the Connect America Fund (CAF), a $4.5 billion initiative the FCC launched last year. The CAF is an offshoot of the Universal Service Fund (USF), which is financed through fees imposed on landline and cellular telephone service. The Internet tax would boost each Internet service bill by an estimated $1 to $5 per month.

Reasons for an Internet access tax

The USF states that ?[e]very telecommunications carrier that provides interstate telecommunications services shall contribute, on an equitable and nondiscriminatory basis, to the specific, predictable, and sufficient mechanisms established by the Commission to preserve and advance universal service.? As mentioned, this so-called contribution only applies to telephone service. Problem is, the rise of the Internet ? and thus Web services like email, video chat, social networks, and VoIP phone service ? has reduced the popularity of long-distance calls on traditional telephone networks, which in turn results in lower tax revenue for the USF. In other words, the definition of ?telecommunication? has changed on a technical level, and the current tax system is not able to support the necessary advancements.

Last week, the FCC reported in its eighth annual Broadband Progress Report (pdf) that 19 million Americans ? roughly 6 percent of the total U.S. population ? lacks access to broadband Internet service. Of these, about 14.5 million live in rural areas. The problem is even worse in Tribal lands, where about one-third of the population lacks high-speed Internet access. Though 19 million lack the ability connect, many more have chosen not to pay for the?privilege. The FCC estimates that 100 million Americans have not yet subscribed to broadband Internet, which includes many who could connect if they so chose, but have opted not to do so. According to FCC Chairman Julius Genachowski (pdf), this means that the deployment of Internet infrastructure has not been ?reasonable and timely? ? a requirement of the Telecommunications Act of 1996. The proposed Internet service fee would, according to the FCC, help close the gap.

Internet tax supporters

While few Internet users will likely rally behind paying more money each month, the tax proposal has some heavy-weight supporters. According to The Hill, a growing list of Internet-related companies have offered support for the fee. The list includes AT&T, Sprint, and Google.

The support by Internet service providers like AT&T makes perfect sense: The tax would subsidize their business by paying for the expensive process of installing physical infrastructure ? the wires and cables needed to sent Internet to a community or home. Support from Google also makes sense ? but the logic comes from a slightly more round-about angle: Google likes a tax on Internet service as an alternative to taxing Web services like those Google provides. And the more people who connect to the Internet, the more money Google can make from Web advertising, content, and services.?

Internet tax detractors

Not surprisingly, many have come out against the imposition of an FCC fee on Internet service. Though this block is primarily made up of anti-tax conservatives who oppose taxes in general, there are other, more practical reasons to oppose the tax.

Derek Turner of Free Press, a public advocacy group, says that lumping additional fees onto already-high Internet service plans will only work to further turn Americans off of high-speed Internet access.

Turner said this to The Hill: ?For folks who are thinking about adopting broadband, who have much lower incomes or don?t value broadband as much ? that extra dollar on the margins will cause millions of people? to not adopt.?

As I mentioned earlier, a whopping 100 million Americans ? one-third of the country ? have shunned high-speed Internet access, even when it?s available. There?s a good chance price plays a major role in the decision not to adopt or upgrade service.

Is the FCC hiding something?

Others believe that the FCC?s proposed fee has nothing to do with expanding broadband access ? after all, about 94 percent of Americans DO have access to a high-speed Internet connection in their home. And many of them don?t even want it. So, what is the FCC up to?

Forbes contributor Larry Downes says this is simply an FCC power grab, nothing more. By criticizing the Internet service industry for failing to deploy broadband infrastructure in a ?reasonable and timely? manner, the FCC is able to hold onto its powers to regulate certain portions of the Internet ? powers only available to the agency in situations where it must take ?immediate action,? as outlined in section 706 of the 1996 Communications Act. If everything is going well ? and Downes argues that, with a vast majority of Americans being able to subscribe to high-speed broadband, it could not be going better ? then the FCC does not have such authority because Congress has never granted it.

Downes?s position is the same as those who opposed to the FCC?s Net neutrality rules. In both cases, FCC critics say the agency is overreaching and has no constitutional basis for regulating the Internet ? for now, at least.

What next?

Right or wrong, it is highly unlikely that the FCC will push this measure forward in any public manner between now and November. It will wait until after the national election hoopla has concluded. So at least we have some more time to mull this over before the bandwagon really starts to roll.

Israeli Soldiers Show No Mercy to Palestinian Children ? Global ...

JERUSALEM, Aug 26 (IPS) ? In a hamlet of the occupied West Bank, the testimony goes, Israeli troops chase a Palestinian child. ?He was about two metres away ? the company commander cocked his weapon in his face?The kid fell on the ground, crying and begging for his life.? ?It was this kind of gray situation, not that terrible,? the Israeli sergeant?s report continues. ?Because those kids really do throw stones and that?s risky ? it?s not like we actually meant to harm them. I suppose it?s a very scarring experience for them, but the situation is complicated.?

The year is 2007. The sergeant?s account is one of 47 testimonies collected from over 30 Israeli soldiers who served in the occupied Palestinian territories in 2005-2011.

Entitled ?Children and Youth ? Soldiers? Testimonies 2005-2011?, a 71-page booklet has just been released for distribution by the group ?Breaking the Silence?.

The NGO founded in 2004 by Israeli veterans of the Second Palestinian Intifadah uprising (2000-2005) is dedicated to documenting daily life under military rule in the Palestinian Territories through soldiers? experiences during their routine round of duty.

In order to sensitise Israeli 12-graders who, next year, will be drafted in the army, the NGO plans to distribute copies of the report at the gates of Jerusalem and Tel Aviv high schools. The school year started last Monday.

?Israeli children enjoy the protection of the U.N. Convention on the Rights of the Child, to which Israel is signatory, whereas Palestinian children grow up without protection,? says the brochure?s preface.

?That specific kid, who actually lay there on the ground, begging for his life, was actually nine years old,? the sergeant notes in his testimony. ?I think of our nine-year-old kids (?) ? a kid has to beg for his life? A loaded gun is pointed at him and he has to plead for mercy?

?But if we hadn?t entered the village, then stones would be thrown the next day and perhaps someone would be wounded or killed.?

?Stone-throwing ceased?? asks the NGO interviewer.

?No,? is the laconic admission.

The events described in the booklet took place as a calm security situation prevailed, after the Intifadah subsided. Yet, the testimonies show that racism, abuse, violence, wounding and killing by targeted shooting, even if ?unintentional?, of Palestinian children and teenagers continues unabated.

The NGO grappled with the decision to expose Israeli pupils to the reality depicted so graphically in the report, acknowledges Avner Gvaryahu, a former soldier now turned activist, whose statement appears anonymously in the report. ?Yet if you?re old enough to enlist and carry a weapon, you?re old enough to know what?s really happening in the territories.?

And, Palestinian children are old enough, so it seems, to be arrested at gunpoint, harassed and humiliated, beaten ?to a pulp?, used as ?human shields? against other Palestinians ? this, despite an Israeli Supreme Court ruling from 2002.

?At first, you point your gun at some five-year-old kid, and feel bad ? saying, it?s not right,? another soldier testifies. "But that changes when you go into the village and they throw stones at you.?

During another incident mentioned in the report, a company commander catches a 12-year-old boy, forces him to get down on his knees, yells threats at him ?like a madman? in order to intimidate other youth who?d threw stones at the troops.

"The kid cried, peed his pants. (?) It was like something out of a Vietnam movie," recounts the soldier. ?I knew it was just a hollow threat ? the guy?s an officer, after all, and I don?t think an officer would do anything, but??

Eventually, a village elder persuaded the commander to free the boy. The next day, two Molotov cocktails were hurled at vehicles driving nearby.

"So we didn?t really do our job," the soldier concludes his testimony. "And you wonder what that job really is.?

Most Israeli youth are educated in a system ? be it family or school ? that, although praising its intrinsic moral values, seldom questions the army?s operational routine and the moral toll it exerts on its soldiers.

National security is usually paramount. Schools extol patriotism, courage, sacrifice. NGO activists insist that moral questioning could prepare future conscripts to fight against indifference and cruelty displayed by fellow soldiers.

The army has said this report is one-sided, arguing that the NGO failed to submit to it its material, thus rendering a military probe into cases of human rights infringement, not to say crimes, impossible.

"The organisation?s refusal to turn to the authorities indicates its true motives ? to generate negative publicity for the Israeli army and its soldiers," a military spokesperson stated.

Activists refute the incitement charge, stressing that they support army service but, at the same time, share the conviction that students must be informed ahead of military service.

Since its creation, ?Breaking the Silence? has collected testimonies from more than 800 soldiers. "We?re a society that nurtures family and educational values, but the army treats Palestinian children differently," says executive director Dana Golan. "Each testimony features stories about the maltreatment of children; each such story is a kick in the gut."

Golan is aware that some teens will ignore the brochure, but were they to read just one story, the NGO?s goal would be served.

?The main purpose of ?Breaking the Silence? is to arouse public discussion of the moral price that Israeli society pays for a reality in which young soldiers face a civilian population and dominate it on a daily basis,? states the report?s foreword.

But moral debates are aplenty within Israeli society. Just ten days ago in downtown Jerusalem, three Palestinian teenagers were almost lynched by a crowd of 13- to 19-year-old Israelis. The incident unleashed much breast-beating and condemnation.

Yet, no one entertains the illusion that such collective mea-culpa will end the abuses of the occupation. After all, most Israelis are still convinced that they hold the moral high ground vis-?-vis their Palestinian neighbours even though, to paraphrase the saying, their good intentions pave the road to hell, not to future peace.

Crime Watch: Parents should monitor teens? use of Facebook, Twitter

School has started and many of you emailed me regarding the social networking sites that your kids are using. Nowadays it?s not just the computer at home but also those fancy phones you have chosen to give your kids.

Parents, you need to consider blocking their phones from some of these sites. They are not needed since they also present a danger. Below is information provided by the National Crime Prevention Council.

Facebook and Twitter are some of the top social networking websites and have become an online craze for teens and for many adults. You?ve probably also heard some stories about how pedophiles are surfing these pages for their next targets, or how teens are having their identities stolen after posting too much information online.

As a parent, you can teach your children how to safely use social networking websites. Below are some ways that you can protect your children and their personal information online.

??Tell your children not to post any identifying information online. This includes their cell phone number, address, hometown, school name, and anything else that a stranger could use to locate them.

??Remind your children never to give out their passwords to anyone but you ? not even to their friends. Explain that if someone has their password, they could post embarrassing and unsafe information about them on their personal pages and even pose as them to talk to other people.

??Make sure that children understand that some people they meet online may not be who they say they are. Explain that on the Internet many people are not truthful about their identity and may even pretend to be someone else. It?s important to stress that young people should never meet people they met online face-to-face.

??Facebook and some other social networking websites let users set their profiles to private so that only their friends can contact them. Make sure younger teens? profiles are set to private.

??Set clear rules that you can all agree on regarding what your children are allowed to do online. Make sure you decide if your children are allowed to post photos of themselves and open accounts without your permission.

??Have your children tell you if they ever see anything online that makes them uncomfortable. Make sure they understand that you won?t blame them.

??Ask them to come to you if anything happens online that hurts or scares them. Tell them that you won?t punish them by banning them from the Internet ? this is a big reason why many kids don?t talk to their parents.

I hope this information is helpful to you and remember to keep those computers where you can see them when you are home. Ask questions if you see something on the screen you are not comfortable with. And remember: You are the parent.

2 survive to tell of Sri Lankan abduction squads

COLOMBO, Sri Lanka (AP) ? The politician knew something was amiss when a suspicious white van pulled alongside him at a Colombo park and four men got out, pretending to exercise. Ravindra Udayashanta alerted his supporters, and police. Soon, the gunbattle began.

In Sri Lanka, anyone who has crossed someone of importance is wary of white vans, said to be the vehicles of choice for shadowy squads who "disappear" opponents of powerful people. So, Udayashanta's armed supporters immediately went into action.

"I heard the crack of a gun and I too pulled out my pistol and fired back," said Udayashanta, who had been involved in a long-running dispute with another ruling party lawmaker over a business deal. Udayashanta's brother already had disappeared ? dragged away one month earlier, he says, by men in a white van.

But things went differently on this March day. Udayashanta and his entourage surrounded the men from the white van and captured them. Eventually, at gunpoint, the men acknowledged who they were: Sri Lankan government soldiers.

In a country where people had hoped the 2009 end of its bloody, long-running civil war would mean a return to normalcy ? a country with a history of forced disappearances that stretches back to the 1970s ? the open secret of the white vans has come to exemplify the terror felt by anyone who runs afoul of Sri Lanka's rulers

For years, little solid evidence had surfaced on the abductors.

Then came the cases of Udayashanta and that of another man in recent months? an Australia-based activist who says he was freed from abduction only under Australian pressure ? who survived to tell their stories. In Udayashanta's case, police confirmed that the men in the white van were government soldiers.

But neither case has done much to overturn Sri Lanka's apparent culture of impunity. Police said the soldiers who got into a gunfight with Udayashanta were actually searching for deserters. Officials say the investigation is continuing, though it's unclear what ? if anything ? they are doing. Government leaders and the military deny any links to abductions.

Apathy on the party of many citizens over extralegal disappearances ? and even tacit approval when criminals are nabbed ? is partly to blame for their prevalence, said Ruki Fernando, an activist with the Sri Lanka human rights group Rights Now Collective for Democracy.

"This is a sign of an uncivilized and undemocratic society," Fernando said.

Rights activists, opposition lawmakers and local journalists say top officials send abduction squads in white vans to disappear political opponents, activists and outright criminals. White vans are parked in front of the homes of government critics, in clear attempts to terrify them into silence. The citizen journalism Web site www.groundviews.com says that 58 people have disappeared over the past nine months. In at least 22 of those cases, witnesses saw the victims forced into white vans.

It's not clear why white vans would be used, though many suspect it is because they are so common on Sri Lanka's streets that they can quickly disappear into traffic.

Udayashanta branded the disappearances a form of state "terrorism." He said the failure of authorities to fully investigate his case has robbed the country of its best chance so far to shed light on the white van abductions.

A town council chairman in the Colombo suburb of Kolonnawa, Udayashanta said he had been on alert since his brother had been grabbed, an act he took that as a warning from political rivals.

Then, in March, a white van showed up again while Udayashanta watched a sports match in suburban Colombo. He pointed out the suspicious men to his supporters and police officers, prompting the men to scatter, triggering the gunfight and the eventual confession.

Udayashanta's entourage said the men were the same ones who had abducted his brother.

The group later handed the suspects to police, who promptly released them.

Police spokesman Ajith Rohana confirmed the incident, and said the military confirmed the men were soldiers. But he said Udayashanta was wrong to assume he was being abducted, that the men were merely hunting deserters.

Another man ? Sri Lankan-born Australian citizen Premkumar Gunaratnam ? was abducted in April but released a few days later after protests from Australian diplomats.

The former Marxist guerrilla, who was active in an armed rebellion in 1988-89 and now lives in Australia, had returned to Sri Lanka to help start a new political party when he was snatched from a rented room in Colombo.

"All this happened within a few seconds ... they stormed into the room and abducted me," Gunaratnam told The Associated Press in a telephone interview from Sydney. "They tortured me, interrogated, mostly humiliated me ? some sexual torture as well."

His blindfold was removed long enough for captors to take a photograph, giving him an opportunity to see his surroundings, a well-maintained office with computers and stationery, Gunaratnam said.

His captors questioned him about the new party and whether he had links to the separatist Tamil Tiger rebels who were defeated in a civil war in 2009. Their manner suggested military backgrounds, he said.

"I knew about their language ? the armed forces' language? because I was in armed custody in 1989 as well. I knew their culture to a certain extent," he said.

Back in Australia, Gunaratnam's wife Champa Somaratne and at least one lawmaker, Greens party Sen. Lee Rhiannon, sounded the alarm about Gunaratnam's disappearance. A few days later, the captors handed him to Australian officials at a Colombo police station, Gunaratnam said.

Australia's foreign ministry would say only that it has urged Sri Lanka to "investigate fully all allegations of abductions."

Large-scale disappearances were first reported in Sri Lanka in 1971 when Marxist rebels launched the country's first armed rebellion. The second Marxist insurrection in 1988-1989 saw scores of young men and women abducted by government paramilitaries, with bodies later found burning by roadsides.

Abductions and killings also were linked to the Tamil separatist war launched in 1983, especially during the final years of the conflict. Victims ranged from suspected rebels, to journalists and human rights activists.

Though those conflicts have ended, the abductions have not.

Sri Lankan activists say victims in the past year include political activists, businessmen, suspected criminals, released former rebels and even a popular fortune-teller. Some bodies have been found, but the whereabouts of most remain unknown.

Ramasamy Prabaharan, a wealthy Tamil businessman, was abducted in February in front of his house, two days before a court was to hear his lawsuit against top police officers for torturing him over alleged links to rebels.

His wife, Shiromani, said a white van with armed men pulled up behind their car just as they returned home.

"Four of them got down and pulled my husband and he was holding fast to the gate. He cried out, calling for help. There was desperation and fear in his voice," she said. "I know he was abducted because he had challenged top police officers in court."

The Defense Ministry denied that solders were behind any abductions and said that only 18 people, not the 58 tallied by Groundviews, disappeared in the past nine months, most of them in crime-related incidents.

"Interestingly most of these figures are underworld characters involved in organized crime, drug trade, extortion, kidnapping and such anti-social activities," the ministry said in a statement. "Fifteen of these 18 individuals are suspected to possess criminal backgrounds."

Rohana, the police spokesman, said that resolved cases have indicated that most abductions were about private disputes over money.

Udayashantha, the local politician, now mostly stays at home, watched by two bodyguards.

"We have to free society from this fear of white vans," Udayashanta said.

Apple's next iPhone is widely believed to have access to 4G LTE networks, meaning you'll be able to get download speeds almost as fast as your cable or DSL modem.

That's great news for people who download and stream a lot of content to their devices.

But according to a survey by the analysts at Piper Jaffray, most people say they don't need 4G LTE on their smartphones.?

You can see the breakdown in the chart from Apple Insider below, but almost 47% of those polled said 4G LTE wasn't important to them. (Although it's odd that more than a quarter thought all 4G connections are the same. They're not.)
